No you don't need to do a hard reset. After a reinstall the Windows Registry and the Palm Desktop should know that it was a reinstall.

And to keep the current online version complete? Nope - not all devices that use the Palm Desktop have support on board for media - hence the reason it's incomplete. Many older devices don't have media support.
